Job-related travel is Occasional. Must possess a valid driver's license.
Minimum Qualifications
A bachelor's degree and three (3) years of professional experience in business or public administration;
OR
or an equivalent combination of education and experience, substituting one year of technical administrative* experience for each year of the required bachelor's degree.
NOTE: One year of technical administrative* experience may also be substituted for one year only of the required experience.*Technical administrative experience would include highly complex clerical work gained under the direct supervision of a professional supervisor or manager.
Job Responsibilities
Plans, organizes, and carries out all aspects of the USDA Food Direct Delivery process for around 568 Recipient Agencies (RAs) within the State of Oklahoma.
Maintains all aspects of USDA Food Direct Delivery RA documentation in the Food Distribution DF10 system.
Manages the ordering of USDA Foods using the Forecast Survey process and allocation of USDA Foods to recipients within the Food Distribution DF10 system. Including the review of data released by USDA on new foods, deleted foods, trends and prices to determine items to be released on the survey.
Through close coordination with the Oklahoma Department of Education, determines RA yearly Planned Assistance Level dollar amounts. Inputs and maintains PAL dollar amounts into the DF10 system. Monitors program RA PAL to identify when schools have overspent PAL and makes adjustment as needed.
Utilizes the USDA Web Based Supply Chain Management (WBSCM) system and notices to review cost vs entitlement, and canceled orders. Advises when entitlement is overspent and when more funds are available for expending. Ensures food distribution system is updated when changes in WBSCM occur.
Manages the coordination and reporting of complaints resulting in spoiled product, manufacturing, and delivery issues, with RAs, warehouse, distributors, and USDA notification using the WEBSCM system.
Organizes the monitoring, calculation, and collection of assessment fees, including communicating with DHS Finance and RA encumbrance clerks to ensure deposits are credited to the correct DHS account.
Provides technical assistance, training, and guidance to RAs via email, telephone, and web based and in-person training. Works closely with the Food Distribution team to identify topics, material, create and modify presentations, and secure training locations, dates, and times.
Assists with development of technology, including the DF10 system or other state agency systems. Participate in meetings and development projects that benefit the unit, streamline processes, and improve systems and technology.
