Oklahoma Human Services is seeking a Data Governance Program Manager for the Digital Transformation Office – Data Services. As the largest state agency, Human Services has the largest number of active technology projects and initiatives in state government with a backlog of many new opportunities as the agency migrates from legacy to current technology. Current technology includes implementations in the State Data Center, Microsoft Azure, and Google Cloud Platform as well as work in progress in Amazon Web Services.
This is a unique opportunity for the successful candidate to make a difference in Oklahoma by providing new and more efficient capabilities to vulnerable Oklahomans and the Human Services team members that serve them. This role, reporting to the Director of Data Services, will be instrumental in improving the agency’s data governance maturity across multiple divisions.
MINIMUM QUALIFICATIONS
- Completion of the curriculum requirements for a bachelor's degree and (4) years of experience in MIS, Computer Science, Public Health, Social Work, or a related field.
- OR an equivalent combination of education and experience.
Preference may be given to applicants who have the following:
- Experience managing programs for state or local governments.
- Previous experience with specific data governance frameworks (e.g., DAMA, DCAM).
- Proficiency with data governance tools and software (e.g., Alation, Collibra, Dataplex).
Job Responsibilities
- Manage the implementation and continuous improvement of a data governance program within Oklahoma Human Services.
- Lead and support organizational change related to data governance.
- Evaluate current and future staffing needs for data governance roles, including data stewards, analysts, and data quality specialists.
- Supervise data governance professionals, providing direction, support, and professional development.
- Develop and enforce policies, procedures, and standards to ensure effective governance across the agency.
- Facilitate the accountability of data stewards in maintaining data integrity across divisions.
- Promote access to reliable, trusted data for reporting, analytics, and advanced planning.
- Lead cross-functional teams in managing changes to data requirements, maintaining the integrity and quality of master data, and facilitating data-sharing agreements.
- Assist in ensuring compliance with regulations concerning data privacy and security, such as HIPAA.
- Identify risks associated with data mismanagement or breaches, and develop strategies to mitigate these risks.
- Develop and deliver training programs on data governance policies and best practices.
- Develop and monitor KPIs related to data governance (e.g., data quality) to measure impact and success of the data governance program.
