Travel is Occasional: Must possess a valid driver's license and must maintain required care insurance.
Minimum Qualifications:
- A master's degree and two years of professional experience
- OR a bachelor's degree and three years of professional experience.
- OR an equivalent combination of education and experience, substituting one year of professional-level experience in the above-listed areas for each year of the required education
*No substitution will be allowed for the required professional supervisory, managerial, consultative, or administrative experience.
Job Responsibilities:
- Provides Statewide leadership and responsibility for the SNAP Employment & Training (E&T) Unit.
Program responsibility includes policy interpretation, monitoring, evaluation and training activities for the SNAP E&T program. Provides guidance and direction to staff in the development of policy, procedures and training curriculum's which are consistent with State and Federal rules and regulations. Coordinates training activities to meet the requests of county staff, other AFS Sections and other DHS Divisions. Assignments and requests will be completed within designated time frames with 95% accuracy. Performance measurements include Federal and State Audits, policy reviews, electronic and written correspondence. Establishes and maintains good personnel practices for the SNAP E&T program. Initiates, compiles and/or reviews all personnel actions including the performance management process, employee discipline grievance procedures and dispute resolution for this Section. Supervises, evaluates and plans the effective use of staff, including establishing standards of performance. Performance measurement will include timely written documentation for disciplinary of grievance procedures. Prepares and/or directs the preparation of reports as required for the SNAP E&T program Utilizes periodic reports, administrative reviews, Site-Visits, field correspondence/requests to identify
problems and needed services. Represents AFS as a member of committees or panels. Participates in training, workshop presentation and conferences at both Federal and State levels, to maintain awareness of policy/legislative mandates to increase knowledge, enhance skills and improve business practices. Participates in required by job duties with no more that 5% absenteeism. Performance measures include meeting minutes, conference registrations and attendance documents, observation and direct feedback.
